# What the ban means for WhatsApp: probably nothing

Messaging apps are out of scope. YouTube isn't. Here's the line the government drew.

The most common question in our inbox since Monday's announcement: does the ban cover WhatsApp? No, and this time it's explicit rather than implied. The[government's own list](https://www.gov.uk/government/news/social-media-to-be-banned-for-under-16s-in-landmark-government-move-to-givekids-their-childhood-back) puts messaging services, naming WhatsApp and Signal, outside the ban, along with education services, shopping and music streaming.

The line is drawn around services built for social interaction: public posting, algorithmic feeds, discovery. That catches Snapchat, TikTok, Instagram, Facebook, X and, notably, YouTube, which some expected to escape as an entertainment service. It didn't; only YouTube Kids is exempt. Talking to people you already know, in private, is what keeps messaging apps out.

Two caveats worth keeping. The exemptions are, in the government's own framing, subject to legislative drafting. The regulations due before Christmas could still move the boundary, particularly for features that blur the line, like WhatsApp's public Channels. And "out of the ban" doesn't mean unregulated: messaging apps still carry duties under the Online Safety Act, and WhatsApp's own minimum age in the UK remains 13.

The practical read for families: group chats aren't going anywhere, and after spring 2027 they'll carry more of your child's social life, not less. That makes conversations about group-chat behaviour worth more than any setting, though the settings help, and our[guides](/guides) cover them.

What this means for you

Expect your child's social life to migrate towards whatever stays legal. Group chats will carry more of it after 2027, worth preparing for now.
